Program Function:

The NSW Government is committed to providing ongoing support for communities impacted by the 2022 severe weather and flood events that have caused significant damage to local community sport facilities. These sporting assets play an important role in community cohesion, ensure people have a place to participate in sport and encourage our communities to be healthy and active.

The $55m Sport Infrastructure Recovery Fund is a program under the NSW Government’s $207 million Community Local Infrastructure Recovery Package (CLIRP 2022). Essential Community Sport Assets Program (ECSAP) is a key recovery measure of the Sport Infrastructure Recovery Fund to help communities assess, repair, reconstruct and build flood resilience into sport facilities enabling normal activities to return sooner.

The ECSAP comprises an allocation up to $43 million in funding for eligible community sport infrastructure projects in 74 eligible LGAs that were included in the Australian Government declared natural disasters from:

  • 22 February 2022 onwards: NSW severe weather and flooding disaster. Australian Government reference Number (AGRN) 1012.
  • 27 June 2022 onwards: NSW floods and storms. AGRN 1025.

All projects supported under the ECSAP will be funded jointly by the Australian and NSW governments.

Due to the extent of damage from the severe weather and flooding events, community sport asset owners have faced difficulties in absorbing the cost of infrastructure repair following these devastating natural disasters. These events coupled with the severe bushfire events and the isolation that the COVID-19 pandemic caused have heightened the need for community sport facilities to bring people together, provide support and help create a sense of belonging, identity, and community.

Program Term:

Applications opened on 3 November 2022 and closed on 9 December 2022 and grants were announced in March 2023. Projects are expected to commence by December 2023 and be completed by 31 December 2025.

Applicants:

A total of 109 applications were submitted for consideration, 96 of which were successful. The total amount awarded through the Essential Community Sport Assets Program 2022/23 is $36,389,404.78 with a total value including co-contributions of $48,789,791.00.

Probity:

The Office of Sport engages an independent probity advisor to oversee its grant programs. The role of the probity advisor is to ensure program administration satisfies probity principles of impartiality, fairness, accountability, confidentiality and achieves policy objectives. In doing this the probity advisor:

  • Reviews and provides feedback on key program documents
  • Provides clarifications to queries when required
  • Recommends management action for conflicts of interest and any other probity issues that arise
  • Attends assessment meetings to ensure, amongst other things, that assessment criteria are applied diligently, and the assessment is based on information provided by applicants.

With respect to this particular grant program, the probity advisor confirms the process was open and fair and there are no outstanding probity issues.

The NSW Office of Sport administered the Program which was co-funded by the Australian and and NSW Governments. Final decisions on the award of funding were made by the NSW Minister for Sport.

Throughout 2022 this essential community asset experienced significant damage and regular closures due to the ongoing storm and flooding events. These regular closures meant that local community sporting groups were unable to utilise the facility until flooding had sub-sided. 

This project will see the repair and betterment of sub-surface drainage throughout the Gundary Oval District Sports Park to ensure the playing surface can recover much quicker from future weather events.

The club closed the upper level of its clubhouse in February 2022, due to storm damage of the roof. The club has renovated the lower level and will now permanently operate from that level. There are no Accessible bathrooms on that level of the club.

Since February 2022, The Kingsway has flooded no less than eight times, with water surpassing existing building levels twice and causing fields to be inoperable for 2022.

clubhouse, canteen, food and beverage area, toilet, change rooms, boundary fencing and facility access. Council will use flood resilient materials such as steel frames/doors, fibre cement wall sheets, stainless steel benches/ splashbacks and increase the height of electrical services to mitigate risks of damage in the case of future flooding events. The aim is to provide users access to a functional sportsclub building when they participate in organised sport and informal recreational activities.
